Although Alston believed epistemically circular arguments were able to justify their conclusions, he was also disquieted by them. We will argue that Alston was right to be disquieted. We explain Alston’s view of epistemic circularity, the considerations that led him to accept it, and the purposes he thought epistemically circular arguments could serve. We then build on some of Alston’s remarks and introduce further limits to the usefulness of such arguments and introduce a new problem that stems from those limits. (...) The ethical issues raised by cybersecurity practices and technologies are of critical importance. However, there is disagreement about what is the best ethical framework for understanding those issues. In this paper we seek to address this shortcoming through the introduction of a principlist ethical framework for cybersecurity that builds on existing work in adjacent fields of applied ethics, bioethics, and AI ethics. By redeploying the AI4People framework, we develop a domain-relevant specification of five ethical principles in cybersecurity: beneficence, non-maleficence, autonomy, (...) justice, and explicability. We then illustrate the advantages of this principlist framework by examining the ethical issues raised by four common cybersecurity contexts: penetration testing, distributed denial of service attacks (DDoS), ransomware, and system administration. These case analyses demonstrate the utility of this principlist framework as a basis for understanding cybersecurity ethics and for cultivating the ethical expertise and ethical sensitivity of cybersecurity professionals and other stakeholders. Various approaches have emerged over the last several decades to meet the challenges and complexities of anticipating and responding to the potential impacts of emerging technologies. Although many of the existing approaches share similarities, they each have shortfalls. This paper takes as the object of its study Anticipatory Ethics for Emerging Technologies (ATE) to technology assessment, given that it was formatted to address many of the privations characterising parallel approaches. The ATE approach, also in practice, presents certain areas for retooling, (...) such as how it characterises levels and objects of analysis. This paper results from the work done with the TechEthos Horizon 2020 project in evaluating the ethical, legal, and social impacts of climate engineering, digital extended reality, and neurotechnologies. To meet the challenges these technology families present, this paper aims to enhance the ATE framework to encompass the variety of human processes and material forms, functions, and applications that comprise the socio-technical systems in which these technologies are embedded. Trustworthiness is typically regarded as a desirable feature of national identification systems (NISs); but the variegated nature of the trustor communities associated with such systems makes it difficult to see how a single system could be equally trustworthy to all actual and potential trustors. This worry is accentuated by common theoretical accounts of trustworthiness. According to such accounts, trustworthiness is relativized to particular individuals and particular areas of activity, such that one can be trustworthy with regard to some individuals in (...) respect of certain matters, but not trustworthy with regard to all trustors in respect of every matter. The present article challenges this relativistic approach to trustworthiness by outlining a new account of trustworthiness, dubbed the expectation-oriented account. This account allows for the possibility of an absolutist (or one-place) approach to trustworthiness. Such an account, we suggest, is the approach that best supports the effort to develop NISs. To be trustworthy, we suggest, is to minimize the error associated with trustor expectations in situations of social dependency (commonly referred to as trust situations), and to be trustworthy in an absolute sense is to assign equal value to all expectation-related errors in all trust situations. In addition to outlining the features of the expectation-oriented account, we describe some of the implications of this account for the design, development, and management of trustworthy NISs. Arguments for extended cognition and the extended mind are typically directed at human-centred forms of cognitive extension—forms of cognitive extension in which the cognitive/mental states/processes of a given human individual are subject to a form of extended or wide realization. The same is true of debates and discussions pertaining to the possibility of Web-extended minds and Internet-based forms of cognitive extension. In this case, the focus of attention concerns the extent to which the informational and technological elements of the online (...) environment form part of the machinery of the (individual) human mind. In this paper, we direct attention to a somewhat different form of cognitive extension. In particular, we suggest that the Web allows human individuals to be incorporated into the computational/cognitive routines of online systems. These forms of computational/cognitive extension highlight the potential of the Web and Internet to support bidirectional forms of computational/cognitive incorporation. The analysis of such bidirectional forms of incorporation broadens the scope of philosophical debates in this area, with potentially important implications for our understanding of the foundational notions of extended cognition and the extended mind. QAnon is beginning to gain attention in scholarly circles, but these sources often disagree about how to categorize the movement. This amounts to the meta-dispute between those who view QAnon primarily as a religious “cult,” and those who grant it greater credibility as a political populist movement. Using quantitative and qualitative methods we test the proposition that QAnon could be a mix of both. Results from both analyses suggest that QAnon is best understood primarily as a political populist movement, but (...) one that utilizes religious rhetoric. The findings thus highlight the asymmetric nature of the conflation of religion and politics in the contemporary American civil sphere. (shrink)

Significant associations have been found between specific human leukocyte antigen (HLA) alleles and organ transplant rejection, autoimmune disease development, and the response to infection. Traditional searches for disease associations have conventionally measured risk associated with the presence of individual HLA alleles. However, given the high level of HLA polymorphism, the pattern of amino acid variability, and the fact that most of the HLA variation occurs at functionally important sites, it may be that a combination of variable amino acid sites shared (...) by several alleles (shared epitopes) are better descriptors of the actual causative genetic variants. Here we describe a novel approach to genetic association analysis in which genes/proteins are broken down into smaller sequence features and then variant types defined for each feature, allowing for independent analysis of disease association with each sequence feature variant type. We have used this approach to analyze a cohort of systemic sclerosis patients and show that a sequence feature composed of specific amino acid residues in peptide binding pockets 4 and 7 of HLA-DRB1 explains much of the molecular determinant of risk for systemic sclerosis. We review some of the main implications of the free-energy principle (FEP) for the study of the self-organization of living systems – and how the FEP can help us to understand (and model) biotic self-organization across the many temporal and spatial scales over which life exists. In order to maintain its integrity as a bounded system, any biological system - from single cells to complex organisms and societies - has to limit the disorder or dispersion (i.e., the long-run entropy) of (...) its constituent states. We review how this can be achieved by living systems that minimize their variational free energy. Variational free energy is an information theoretic construct, originally introduced into theoretical neuroscience and biology to explain perception, action, and learning. It has since been extended to explain the evolution, development, form, and function of entire organisms, providing a principled model of biotic self-organization and autopoiesis. It has provided insights into biological systems across spatiotemporal scales, ranging from microscales (e.g., sub- and multicellular dynamics), to intermediate scales (e.g., groups of interacting animals and culture), through to macroscale phenomena (the evolution of entire species). A crucial corollary of the FEP is that an organism just is (i.e., embodies or entails) an implicit model of its environment. As such, organisms come to embody causal relationships of their ecological niche, which, in turn, is influenced by their resulting behaviors. Crucially, free-energy minimization can be shown to be equivalent to the maximization of Bayesian model evidence. This allows us to cast natural selection in terms of Bayesian model selection, providing a robust theoretical account of how organisms come to match or accommodate the spatiotemporal complexity of their surrounding niche. In line with the theme of this volume; namely, biological complexity and self-organization, this chapter will examine a variational approach to self-organization across multiple dynamical scales. This three-part paper presents Gordon Pask’s conversation theory (CT) and interaction of actors theory (IA) and outlines ways to apply these cybernetic approaches to designing technologies and scenarios for both formal and informal learning. The first part of the paper covers concepts central to CT and IA, explaining the relationship between conceptual and mechanical operators, and machines mediating informal and formal learning. The second part of the paper applies visual representations of CT and IA to understanding the use of Pask’s (...) course assembly systems (CASTE and THOUGHTSTICKER), created between the late 1960s and the 1980s, and the ThoughtShuffler search interface, created in the 2010s. The third part proposes two pathways for design based on CT and IA: firstly, the potential for designers and observers to reformulate the qualities of tools and learning scenarios to augment human thinking and collective action; and secondly, the possibility to create tools with malleable interfaces that allow users to become intermediaries rather than consumers of knowledge. Within the Computer Science community, many ethical issues have emerged as significant and critical concerns. Computer ethics is an academic field in its own right and there are unique ethical issues associated with information technology. It encompasses a range of issues and concerns including privacy and agency around personal information, Artificial Intelligence and pervasive technology, the Internet of Things and surveillance applications. As computing technology impacts society at an ever growing pace, there are growing calls for more computer ethics content (...) to be included in Computer Science curricula. In this paper we present the results of a survey that polled faculty from Computer Science and related disciplines about teaching practices for computer ethics at their institutions. The survey was completed by respondents from 61 universities across 23 European countries. Participants were surveyed on whether or not computer ethics is taught to Computer Science students at each institution, the reasons why computer ethics is or is not taught, how computer ethics is taught, the background of staff who teach computer ethics and the scope of computer ethics curricula. Étonnamment, il ne parvient pas à décrire la nature de la sélection (...) des parents (fitness inclusif) qui explique une grande partie de la vie sociale animale et humaine. Il n’a pas non plus (comme presque tout le monde) un cadre clair pour décrire la structure logique de la rationalité (LSR—terme préféré de John Searle) que je préfère appeler la psychologie descriptive de la pensée de haut ordre (DPHOT). Il aurait dû dire quelque chose sur les nombreuses autres façons d’abuser et d’exploiter les gens et la planète, car ceux-ci sont maintenant beaucoup plus graves que de rendre d’autres formes de violence presque hors de propos. Étendre le concept de violence pour inclure les-conséquences mondiales à long terme de la réplication des gènes de quelqu’un, et avoir une compréhension de la nature de la façon dont fonctionne l’évolution (c.-à-d., la sélection des parents) fournira une perspective très différente sur l’histoire, les événements actuels, et comment les choses sont susceptibles d’aller dans les quelques centaines d’années. Les manières, les opinions et les tendances des gens à commettre des actes de violence ne sont d’aucune pertinence à moins qu’ils ne puissent faire quelque chose pour éviter cette catastrophe, et je ne vois pas comment cela va se produire. Il n’y a pas de place pour les arguments, et aucun point non plus (oui je suis un fataliste), donc je vais juste faire quelques commentaires comme s’ils étaient des faits. N’imaginez pas que j’ai un intérêt personnel dans la promotion d’un groupe au détriment des autres. J’ai 78, n’ont pas de descendants et pas de proches parents et ne s’identifient à aucun groupe politique, national ou religieux et considèrent ceux que j’appartiens par défaut aussi répugnant que tout le reste. Les parents sont les pires ennemis de la vie sur Terre et, compte tenu de la vue générale des choses, les femmes sont aussi violentes que les hommes quand on considère le fait que la violence des femmes (comme la plupart de celle faite par les hommes) se fait en grande partie au ralenti, à une distance dans le temps et l’espace et la plupart du temps effectuée par procuration -par leurs descendants et par les hommes. On peut considérer que les gens et leur progéniture méritent richement toute la misère vient leur chemin et (à de rares exceptions près) les riches et les célèbres sont les pires délinquants. Meryl Streep ou Bill Gates ou J.K Rowling et chacun de leurs enfants peuvent détruire 50 tonnes de terre d’o re plus chaque année pendant des générations dans l’avenir, tandis qu’un fermier indien et son peut détruire 1 tonne. Si quelqu’un nie que c’est très bien, et à leurs descendants, je dis "Bienvenue à l’enfer sur Terre"(WTHOE). Aujourd’hui, l’accent est toujours mis sur les droits de l’homme, mais il est clair que si la civilisation doit avoir une chance, les responsabilités humaines doivent remplacer les droits de l’homme. Personne n’obtient des droits sans être un citoyen responsable et la première chose que cela signifie est la destruction de l’environnement minimal. La responsabilité la plus fondamentale n’est pas les enfants à moins que votre société vous demande de les produire. Une société ou un monde qui permet aux gens de se reproduire au hasard sera toujours exploité par des gènes égoïstes jusqu’à ce qu’il s’effondre (ou atteint un point où la vie est si horrible qu’il ne vaut pas la peine de vivre). Si la société continue à maintenir les droits de l’homme comme primaires, à leurs descendants, on peut dire avec confiance "WTHOE". Paul Henri Thiry, Baron d'Holbach was a philosopher, translator, and prominent social figure of the French Enlightenment. In his philosophical writings Holbach developed a deterministic and materialistic metaphysics which grounded his polemics against organized religion and his utilitarian ethical and political theory. As a translator, Holbach made significant contributions to the European Enlightenment in science and religion. He translated German works on chemistry and geology into French, summarizing many of the German advances in these areas in his entries in (...) Diderot's Encyclopedia. Holbach also translated important English works on religion and political philosophy into French. Holbach remains best known, however, for his role in Parisian society. The close circle of intellectuals that Holbach hosted and, in various ways, sponsored produced the Encyclopedia and a number of revisionary religious, ethical, and political works that contributed to the ideological basis for the French Revolution. Despite the radical views of many members of his coterie, however, Holbach's broader visiting guest list included many of the most prominent intellectual and political figures in Europe. His salon, then, was at once a shelter for radical thought and a hub of mainstream culture. (shrink)

Studies suggest college students/adult learners interacting with current search tools like Google display tendency to power-browse and adhere to page-ranking order in choosing sources to supplement writing. Such limitations may limit critical reflectivity. We present a tool, ThoughtShuffler which allows users to malleably alter neighborhoods of keywords and presents results as arrays of cards and collections that can be compared and contrasted. We conducted binary qualitative coding of essays produced by 39 users divided into experimental and control conditions and computed (...) a one-tailed t-test to understand if using ThoughtShuffler produced greater likelihood for higher-order reflectivity expressed in writing about efficacy of varied healthcare models in the US, compared to the use of Google to write about the same prompt. Our results suggest that updating search engine interfaces to afford capacity for lateral reading may present potential to augment reflective information search. (shrink)

In 1949, the Department of Philosophy at the University of Manchester organized a symposium “Mind and Machine” with Michael Polanyi, the mathematicians Alan Turing and Max Newman, the neurologists Geoff rey Jeff erson and J. Z. Young, and others as participants. Th is event is known among Turing scholars, because it laid the seed for Turing’s famous paper on “Computing Machinery and Intelligence”, but it is scarcely documented. Here, the transcript of this event, together with Polanyi’s original statement and (...) his notes taken at a lecture by Jeff erson, are edited and commented for the fi rst time. Th e originals are in the Regenstein Library of the University of Chicago. Th e introduction highlights elements of the debate that included neurophysiology, mathematics, the mind-body-machine problem, and consciousness and shows that Turing’s approach, as documented here, does not lend itself to reductionism. The rapid expansion of Big Tech companies into various societal domains (e.g., health, education, and agriculture) over the past decade has led to increasing concerns among governments, regulators, scholars, and civil society. While existing theoretical frameworks—often revolving around privacy and data protection, or market and platform power—have shed light on important aspects of Big Tech expansionism, there are other risks that these frameworks cannot fully capture. In response, this editorial proposes an alternative theoretical framework based on the notion of sphere (...) transgressions, which draws on political philosopher Michael Walzer's theory of justice. The editorial not only introduces the sphere transgressions framework, but it also highlights its potential to generate novel research questions. Furthermore, this editorial introduces eight articles and one commentary from a group of interdisciplinary scholars that critically examine Big Tech expansionism by reflecting on this expansionism from the perspective of different societal spheres or by engaging with the sphere transgressions framework itself. This is not a perfect book, but it is unique, and if you skim the first 400 or so pages, the last 300 (of some 700) are a pretty good attempt to apply what's known about behavior to social changes in violence and manners over time. The basic topic is: how does our genetics control and limit social change? Surprisingly he fails to describe the nature of kin selection (inclusive fitness) which explains much of animal and human social life. He (...) also (like nearly everyone) lacks a clear framework for describing the logical structure of rationality (LSR—John Searle’s preferred term) which I prefer to call the Descriptive Psychology of Higher Order Thought (DPHOT). He should have said something about the many other ways of abusing and exploiting people and the planet, since these are now so much more severe as to render other forms of violence irrelevant. Extending the concept of violence to include the global long term consequences of replication of someone’s genes, and having a grasp of the nature of how evolution works (i.e., kin selection) will provide a very different perspective on history, current events, and how things are likely to go in the next few hundred years. One might start by noting that the decrease in physical violence over history has been matched (and made possible) by the constantly increasing merciless rape of the planet (i.e., by people's destruction of their own descendants future). Pinker (like most people most of the time) is often distracted by the superficialities of culture when it’s biology that matters. A RELATIVISTIC THEORY OF PHENOMENOLOCICAL CONSTITUTION: A SELF-REFERENTIAL, TRANSCENDENTAL APPROACH TO CONCEPTUAL PATHOLOGY. It is argued that this variety of error in our thinking (i) infects a great number of our everyday, scientific, and philosophical concepts, claims, and theories, (ii) has largely been undetected, and (iii), when remedied, leads to a less controversial and more rigorous elucidation of the transcendental preconditions of human knowledge than has traditionally been possible. The dissertation identifies, perhaps for the first time, a _projective_ variety of self-referential inconsistency, and proposes an innovative, self-reflexive approach to transcendental argument in a logical and phenomenological context. The strength of the approach lies, it is claimed, in the fact that a rejection of the approach is possible only on pain of self-referential inconsistency. The argument is developed in the following stages: A general introduction identifies the central theme of the work, defines the scope of applicability of the results reached, and sketches the direction of the studies that follow. The preliminary discussion culminates in a recognition of the need for a _critique of impure reason_. The body of the work is divided into two parts: Section I seeks to develop a methodology, on a purely formal basis, which is, on the one hand, capable of being used to study the transcendental foundations of the special sciences, including its own proper transcendental foundation. On the other hand, the methodology proposed is intended as a diagnostic and therapeutic tool for dealing with _projective_ uses of concepts. The approach initiates an analysis of concepts from a perspective which views _knowledge as coordination_. Section I describes formal structures that possess the status of preconditions in such a coordinative account of knowledge. Special attention is given to the preconditions of _identifying reference_ to logical particulars. The first section attempts, then, to provide a self-referential, transcendental methodology which is essentially revisionary in that it is motivated by a concern for conceptual error-elimination. Phenomenology, considered in its unique capacity as a self-referential, transcendental discipline, is of special relevance to the study. Section II accordingly examines a group of concepts which come into question in connection with the central theme of _phenomenological constitution_. The "_de-projective methodology_" developed in Section I is applied to these concepts that have a foundational importance in transcendental phenomenology. A translation is, in effect, proposed from the language of consciousness to a language in which preconditions of referring are investigated. The result achieved is the elimination of self-defeating, projective concepts from a rigorous, phenomenological study of the constitutive foundations of science. Linguistic intuitions are a central source of evidence across a variety of linguistic domains. They have also long been a source of controversy. This chapter aims to illuminate the etiology and evidential status of at least some linguistic intuitions by relating them to error signals of the sort posited by accounts of on-line monitoring of speech production and comprehension. E-money systems have revolutionized global business transactions through digital payment methods. This quantitative correlational study aimed to assess the awareness and acceptance of e-money among individuals in Balayan, Batangas. Employing quota and purposive sampling, 100 participants aged 21 to 70 completed a survey questionnaire. Statistical analysis revealed that consumers were aware of e-money but lacked comprehensive knowledge. They acknowledged the convenience of e-money for online shopping and expense tracking. Age significantly influenced acceptance, while gender did not exhibit a similar effect. (...) Significant differences were observed in awareness and acceptance levels. Recommendations for improving acceptance include administrator-led campaigns, business incentives, consumer education, financial institution partnerships, and integration into student curricula. The study underscores the need for targeted strategies to translate e-money knowledge into practical use. A review of Paul Crittenden's "Sartre in Search of an Ethics".

I start with some famous comments by the philosopher (psychologist) Ludwig Wittgenstein because Pinker shares with most people (due to the default settings of our evolved innate psychology) certain prejudices about the functioning of the mind and because Wittgenstein offers unique and profound insights into the workings of language, thought and reality (which he viewed as more or less coextensive) not found anywhere else. The last quote is the only reference Pinker makes to Wittgenstein in this volume, which is most (...) unfortunate considering that he was one of the most brilliant and original analysts of language. -/- In the last chapter, using the famous metaphor of Plato’s cave, he beautifully summarizes the book with an overview of how the mind (language, thought, intentional psychology) –a product of blind selfishness, moderated only slightly by automated altruism for close relatives carrying copies of our genes--works automatically, but tries to end on an upbeat note by giving us hope that we can nevertheless employ its vast capabilities to cooperate and make the world a decent place to live. -/- Pinker is certainly aware of but says little about the fact that far more about our psychology is left out than included. Among windows into human nature that are left out or given minimal attention are math and geometry, music and sounds, images, events and causality, ontology (classes of things), dispositions (believing, thinking, judging, intending etc) and the rest of intentional psychology of action, neurotransmitters and entheogens, spiritual states (e.g, satori and enlightenment, brain stimulation and recording, brain damage and behavioral deficits and disorders, games and sports, decision theory (incl. game theory and behavioral economics), animal behavior (very little language but a billion years of shared genetics). Many books have been written about each of these areas of intentional psychology. The data in this book are descriptions, not explanations that show why our brains do it this way or how it is done. How do we know to use the sentences in their various way (i.e., know all their meanings)? This is evolutionary psychology that operates at a more basic level –the level where Wittgenstein is most active. And there is scant attention to context. -/- Nevertheless this is a classic work and with these cautions is still well worth reading. -/- Those wishing a comprehensive up to date framework for human behavior from the modern two systems view may consult my book ‘The Logical Structure of Philosophy, Psychology, Mind and Language in Ludwig Wittgenstein and John Searle’ 2nd ed (2019). The ‘convergence conception’ of political liberalism has become increasingly popular in recent years. Steven Wall has shown that convergence liberals face a serious dilemma in responding to disagreement about whether laws are publicly justified. What I call the ‘conjunctive approach’ to such disagreement threatens anarchism, while the ‘non-conjunctive’ approach appears to render convergence liberalism internally inconsistent. This paper defends the non-conjunctive approach, which holds that the correct view of public justification should be followed even if some citizens do not consider (...) enacted laws to be publicly justified. My argument sheds light on the fundamental structure of convergence liberalism. (shrink)

Who are the best subjects for judgment tasks intended to test grammatical hypotheses? Michael Devitt ( [2006a] , [2006b] ) argues, on the basis of a hypothesis concerning the psychology of such judgments, that linguists themselves are. We present empirical evidence suggesting that the relevant divide is not between linguists and non-linguists, but between subjects with and without minimally sufficient task-specific knowledge. In particular, we show that subjects with at least some minimal exposure to or knowledge of such tasks (...) tend to perform consistently with one another—greater knowledge of linguistics makes no further difference—while at the same time exhibiting markedly greater in-group consistency than those who have no previous exposure to or knowledge of such tasks and their goals. Michael McKenna’s Conversation and Responsibility is an ambitious and impressive statement of a new theory of moral responsibility. McKenna’s approach builds upon the strategy advanced in P.F. Strawson’s enormously influential “Freedom and Resentment” (which was published in 1962). The account advanced aims to provide Strawson’s theory with the sort of detail that is required to fill significant gaps and respond to a wide range of criticisms and objections that have been directed against it. ....Conversation and Responsibility belongs on the (...) top shelf of any set of readings devoted to the contemporary discussion of moral responsibility. All readers, whatever their philosophical orientation may be, will find it both challenging and rewarding. Whether in the end one endorses the conversational model or not, there can be no doubt that this is a contribution that significantly advances our overall understanding of these important and complex matters. Inspired by Paul Moser's recent work, this paper presents a new parable on the topic of belief and unbelief in the tradition of Wisdom, Flew and Mitchell. -/- This paper was read at the annual POH Symposium at Lake Wenatchee, WA in May, 2010. An edited version of this paper has appeared in the second issue of the Seattle Critical Review (online).

I examine the notion of the authoritative command of divine love developed by Paul Moser in his book The Elusive God. Using a Calvinist objection to Moser's contention that God must love every one, including His enemies, I conclude that the notion of an authoritative command of divine love is paradoxical. I then offer a resolution of this paradox on terms that I judge to be in line with Moser's intentions.
